Dholera Special Investment Region (DSIR) is one of Gujarat's major planned industrial development projects. It is being developed as a large-scale industrial and urban region with dedicated infrastructure for manufacturing, technology, logistics and related businesses.
Dholera has gained additional attention because of the semiconductor fabrication facility being developed by Tata Electronics, along with major connectivity projects such as the Ahmedabad-Dholera Expressway, Dholera International Airport and the Ahmedabad-Sarkhej-Dholera semi-high-speed railway project.
However, Dholera SIR is much larger than any single project. The planned DSIR area covers about 920 sq. km, while the initial 22.54 sq. km Activation Area is the first major development zone with trunk infrastructure. The region is managed through Dholera Industrial City Development Limited (DICDL), a special purpose vehicle involving the Government of India and Government of Gujarat.
What Is Dholera SIR?
Dholera SIR stands for Dholera Special Investment Region. It is a planned industrial and urban development region in Gujarat and a major node of the Delhi-Mumbai Industrial Corridor (DMIC).
The project is designed around large industrial land parcels, planned urban development and dedicated infrastructure. The development model combines industrial, residential, commercial, institutional, recreational and logistics uses.
According to the National Industrial Corridor Development Corporation (NICDC), DSIR covers approximately 920 sq. km and is the largest node under the DMIC. The initial 22.54 sq. km Activation Area has been developed as the first major infrastructure zone.
Where Is Dholera SIR Located?
Dholera SIR is located in Gujarat, south of Ahmedabad and near the Gulf of Khambhat. The region is positioned between several important cities and industrial centres of Gujarat.
Its location is important because the region is being developed with connections to highways, airports, rail infrastructure, freight networks and Gujarat's port network.
Location or infrastructure | Relevance to Dholera SIR |
|---|---|
Ahmedabad | Major nearby metropolitan and business centre |
Bhavnagar | Major city in the wider Saurashtra region |
Dholera International Airport | Planned air connectivity for the industrial region |
Ahmedabad-Dholera Expressway | Direct road connectivity between Ahmedabad and Dholera |
Ahmedabad-Sarkhej-Dholera rail project | Planned semi-high-speed rail connectivity |
Dedicated Freight Corridor network | Supports wider freight and logistics connectivity |
How Large Is Dholera SIR?
The planned Dholera Special Investment Region covers approximately 920 sq. km. It is therefore considerably larger than the initial area currently being developed with trunk infrastructure.
The 22.54 sq. km Activation Area represents the initial development zone. NICDC states that trunk infrastructure in this Activation Area is almost complete.
The wider master plan includes industrial, residential, mixed-use, recreational, tourism, knowledge and IT, city-centre and logistics land uses.
Dholera SIR Master Plan
Dholera has been planned as an integrated industrial city rather than as an isolated industrial estate.
The planning framework includes:
Industrial areas
Residential development
Commercial and mixed-use areas
Institutional areas
Logistics facilities
Knowledge and IT-related uses
Recreational and open spaces
Road and utility networks
Water and wastewater infrastructure
Digital and command-and-control infrastructure
This integrated planning is intended to support businesses as well as the workforce and supporting services required by a large industrial region.
Why Was Dholera SIR Developed?
The main objective of Dholera SIR is to create a large, planned industrial and economic region with infrastructure suitable for manufacturing and technology-intensive industries.
The development is linked with the wider Delhi-Mumbai Industrial Corridor and India's efforts to expand manufacturing capacity, logistics infrastructure and industrial investment.
Unlike a conventional urban expansion model, Dholera's planning places significant emphasis on large industrial parcels, utility infrastructure and connectivity required by major manufacturing projects.
Dholera SIR and the Delhi-Mumbai Industrial Corridor
Dholera SIR is one of the major nodes associated with the Delhi-Mumbai Industrial Corridor (DMIC).
The DMIC is a large industrial infrastructure programme designed around the Western Dedicated Freight Corridor and connected industrial regions. Dholera forms one of the important greenfield industrial developments within this broader corridor.
This relationship matters because industrial companies require more than land. They also need reliable utilities, transport connections, logistics infrastructure, workers, suppliers and access to domestic and international markets.
Dholera SIR Infrastructure
Infrastructure is one of the central components of the Dholera development model.
Road Connectivity
The Ahmedabad-Dholera Greenfield Expressway provides direct road connectivity toward Dholera. The expressway is approximately 109 km long and has been developed as a major road infrastructure project connecting Ahmedabad and the Dholera region.
Government information published in February 2026 stated that the expressway had been opened for public testing while final operational readiness was being assessed.
Dholera International Airport
Dholera International Airport is being developed to support passenger and cargo connectivity for the wider industrial region.
In July 2026, the Ministry of Civil Aviation reported that around 80% of the overall airport construction work had been completed. The report stated that the runway and taxiway had reached completion, while work on the terminal and other facilities was continuing.
The airport project includes a planned cargo terminal and passenger terminal and is being developed as part of Dholera's wider multimodal connectivity strategy.
Rail Connectivity
In May 2026, the Union Cabinet approved the Ahmedabad (Sarkhej)-Dholera semi-high-speed double-line railway project at an estimated cost of approximately ₹20,667 crore.
The proposed rail line is expected to connect Ahmedabad, Dholera SIR, Dholera Airport and the Lothal National Maritime Heritage Complex. The project is planned for completion by 2030-31.
Water and Utility Infrastructure
Industrial projects require dependable water, power, wastewater and other utility services. Dholera's planning therefore includes dedicated utility infrastructure within the industrial development area.
NICDC identifies power, treated water, recycled water and other trunk infrastructure as part of the planned industrial ecosystem.
Dholera SIR Semiconductor Project
The semiconductor project has become one of the most important developments associated with Dholera.
Tata Electronics is developing a semiconductor fabrication facility in Dholera in partnership with Powerchip Semiconductor Manufacturing Corporation (PSMC) of Taiwan.
Project detail | Information |
|---|---|
Company | Tata Electronics / Tata Semiconductor Manufacturing |

Investment | Approximately ₹91,526 crore |
Technology partner | Powerchip Semiconductor Manufacturing Corporation (PSMC), Taiwan |
Planned capacity | 50,000 wafer starts per month |
Expected employment | More than 20,000 direct and indirect skilled jobs |
Target production | 2027, according to government reporting in 2026 |
The Government of India signed a fiscal support agreement for the project in March 2025. The project received approval for fiscal support under India's semiconductor programme.
In September 2026, the Government reported that construction of the Dholera 300 mm semiconductor fab was on track. The reported production plan covers 50,000 wafers per month across technology nodes ranging from 110 nm to 28 nm.
Industries Planned for Dholera SIR
Dholera is designed to support several industrial sectors rather than a single industry.
NICDC identifies focus sectors including:
Semiconductors
Aerospace and defence
Solar component manufacturing
Green hydrogen
Pharmaceuticals and biotechnology
Heavy engineering
The presence of large industrial projects can also create demand for suppliers, logistics companies, maintenance services, engineering firms, professional services, housing and other supporting businesses.
How Dholera SIR Could Affect the Local Economy
Large industrial projects generally create economic activity beyond the main manufacturing facility.
Potential areas of activity include:
Manufacturing jobs
Engineering and technical services
Construction
Logistics and warehousing
Equipment maintenance
Professional services
Retail and hospitality
Housing and rental demand
Industrial supplier networks
The actual scale and timing of these effects will depend on project completion, industrial occupancy, employment growth and the development of supporting infrastructure.
Dholera SIR Property Market
Dholera's industrial development has also increased interest in residential, commercial and land opportunities around the region.
Property buyers should distinguish between officially planned development and private property marketing claims.
A property being advertised as "near Dholera SIR" does not by itself mean that the property is located inside the notified SIR or an approved development zone.
Residential Property
Residential demand can develop around industrial employment centres as workers, managers, contractors and supporting businesses establish themselves in the region.
However, buyers should examine the actual development status of a residential project rather than relying only on projected future demand.
Commercial Property
Commercial property can include shops, offices and other business premises intended to serve residents, workers and industrial businesses.
The suitability of a commercial property depends heavily on its exact location, surrounding development, access roads, permitted land use and actual footfall.
Industrial Property
Industrial land is particularly relevant to Dholera's core development objective. Large industrial parcels are being planned to support manufacturing and technology-intensive businesses.
Companies considering industrial land should verify the applicable land-use classification, development permissions, infrastructure availability and conditions attached to the particular plot.
