DILRMP 3.0 and Bhu-Aadhaar: What the 14-Digit Land ID Means for Property Owners
India has started the next phase of its land-record modernization programme with DILRMP 3.0 for 2026–2031. The Department of Land Resources has moved the programme beyond simple computerisation of records. The new phase focuses on connecting land maps, land records, property registration and revenue court information through a GIS-enabled digital system known as the Land Stack.
One of the most important parts of this programme is Bhu-Aadhaar, also called ULPIN (Unique Land Parcel Identification Number). It assigns a unique 14-digit alphanumeric identification number to a land parcel. The government’s current DILRMP data shows that more than 40.58 crore land parcels had already been assigned Bhu-Aadhaar numbers by August 2026.
For property owners and buyers, the important point is that Bhu-Aadhaar is intended to give the land parcel a clear digital identity. It does not replace the sale deed, registration process or other documents that establish rights in property.
What is DILRMP 3.0?
DILRMP stands for Digital India Land Records Modernization Programme. DILRMP 3.0 is the next five-year phase covering 2026 to 2031. The Department of Land Resources under the Ministry of Rural Development is implementing the programme across States and Union Territories.
The government launched the Operational Guidelines for DILRMP 3.0 on 10 September 2026. The programme has an outlay of ₹565.50 crore and uses a central-sector funding model.

What is Bhu-Aadhaar or ULPIN?
Bhu-Aadhaar is the name used for the Unique Land Parcel Identification Number (ULPIN). It is designed to identify a specific land parcel through a unique number rather than relying only on local land-record references.
The Department of Land Resources describes ULPIN as a 14-digit alphanumeric number generated using the latitude and longitude of the vertices of a land parcel. In practical terms, the number connects the parcel's identity with its mapped location.

This distinction matters. Bhu-Aadhaar is not an Aadhaar number for the owner. Aadhaar identifies an individual. ULPIN identifies the land parcel.
Why is the government introducing a unique land parcel number?
Land information often sits across separate systems. A parcel can appear in a revenue record, a cadastral map, a registered deed and a revenue court file. When those systems do not connect properly, a buyer or government office may need to compare multiple records manually.
DILRMP 3.0 attempts to reduce that separation. The government describes its Land Stack as a GIS-based framework that can connect:
georeferenced cadastral maps;
Records of Rights;
property registration information;
relevant court cases and restrictions; and
other land-related datasets maintained by the concerned authorities.
A unique parcel identifier gives these systems a common reference point. That can make it easier to match information relating to the same parcel across departments.
What changes under DILRMP 3.0?
1. Universal Bhu-Aadhaar
DILRMP 3.0 establishes a framework for assigning a 14-digit ULPIN to every land parcel. The government wants the parcel to have a consistent digital identity within the land-record ecosystem.
2. Better digital maps and georeferencing
The programme puts greater emphasis on accurate cadastral maps and georeferencing. A digital land record becomes more useful when the record and the mapped location refer to the same parcel.
3. A connected Land Stack
The programme aims to connect state land systems through APIs and build a federated National Land Stack. Each State can integrate its own land datasets and systems while the national framework allows interoperability between systems.
4. Paperless property registration
DILRMP 3.0 includes end-to-end digital and paperless registration initiatives. The programme also proposes a Registration Repository for registered deeds and encumbrance-related information.
5. Modern Registration Seva Kendras
The government plans to upgrade 75 high-footfall Sub-Registrar Offices into modern Registration Seva Kendras. The stated objective is to improve the citizen experience around property registration services.
6. Digital revenue courts
DILRMP 3.0 also connects the Revenue Court Case Management System with land records. The purpose is to make relevant litigation information easier to track against the affected land record.
7. Urban land mapping through NAKSHA
The programme also supports the NAKSHA urban land-mapping work, which aims to create GIS-based urban land information and urban property records.
How is Bhu-Aadhaar different from a survey number, block number or plot number?
Land identifiers vary across States. A property may have a survey number, block number, khasra number, plot number, final plot number or another local reference depending on the land-record system.
ULPIN is designed as a unique parcel identifier within a national digital framework. It does not mean that existing survey or revenue numbers disappear immediately. Instead, the objective is to connect existing records and maps to a common parcel identity.

Does Bhu-Aadhaar prove ownership?
No. Bhu-Aadhaar should not be treated as a substitute for the complete title and registration record.
The ULPIN gives a land parcel a unique identity. Ownership and rights still depend on the applicable land records, registered documents, succession documents, court orders, government records and other legally relevant material.
For a property purchase, a buyer should therefore not rely on a ULPIN alone. The buyer still needs proper title verification and document due diligence.
Will Bhu-Aadhaar make property buying safer?
It can improve the information infrastructure behind property transactions, but it does not remove the need for due diligence.
A common parcel identifier can help different systems refer to the same land. Better georeferencing can also reduce uncertainty between a textual land record and its mapped location. Integration with registration and court systems could give authorised users a more complete picture of the parcel.
However, practical benefits depend on the quality of state-level records, map accuracy, data updates, system integration and the way citizens can access the information. A digital number cannot by itself settle an old title dispute.
What does DILRMP 3.0 mean for property buyers?
Property buyers may eventually see a more connected due-diligence process. Instead of treating the land record, map, registration history and litigation information as completely separate records, the government is building systems that can connect these datasets.
Before buying land or a house, buyers should still check:
current land-record entries;
registered title documents and the chain of transactions;
encumbrances and applicable restrictions;
land-use and planning status;
survey or parcel boundaries; and
pending disputes or court cases where relevant.
The future Land Stack can make these checks more efficient, but it does not replace professional title verification where the transaction requires it.
What does DILRMP 3.0 mean for property owners?
Existing property owners should expect more digital linkage between land records and mapped parcels as States implement the programme. An owner may not need to do anything immediately simply because DILRMP 3.0 has launched.
The important step is to ensure that the underlying property information is consistent. Differences in names, parcel areas, boundaries or other land-record details should not be ignored merely because a digital system exists.
When a State enables new citizen services, owners may also gain easier access to digital land records and related property information.
Bhu-Aadhaar status in India
The Department of Land Resources reported in August 2026 that more than 40.58 crore land parcels had been assigned the 14-digit Bhu-Aadhaar (ULPIN). The same update reported that 99.90% of Records of Rights had been computerised, 97.43% of cadastral maps had been digitised, and 76.16% of land parcels had been fully georeferenced.
These figures show that Bhu-Aadhaar is already in large-scale implementation. DILRMP 3.0 now places the identifier inside a broader programme of interoperability, mapping, registration and court-record integration.
Bhu-Aadhaar status in Gujarat
Gujarat is already among the States with extensive implementation. The DILRMP-MIS currently lists 1,20,27,270 land parcels for Gujarat and shows 1,19,52,651 parcels with ULPIN implemented in its state-level status data. That is roughly 99.38% of the listed parcels based on those figures.
The same government dashboard shows that Gujarat has digitised all 26,025 cadastral maps listed in its state data and reports 99.94% georeferencing for the listed cadastral-map/village data. The dashboard is operational data and can change as State records are updated.

For Gujarat property owners, this means the discussion around Bhu-Aadhaar is not only a future policy issue. Government data already shows very high ULPIN implementation across the State.
Can I check my Bhu-Aadhaar number online?
The availability of a ULPIN and the citizen-facing method to retrieve it can depend on the State's systems and the parcel's record status. The central DILRMP-MIS provides implementation statistics, while State land-record portals provide citizen services according to their own systems.
Do not assume that every property must display a Bhu-Aadhaar number on the same screen as a survey number today. State-level rollout and data integration determine what information is exposed to the public.
Does Bhu-Aadhaar replace the sale deed or property registration?
No. Bhu-Aadhaar identifies the land parcel. It is not itself a sale deed, conveyance document or registration certificate.
A property transaction still requires the documents and registration steps prescribed under applicable law. The purpose of ULPIN is to improve parcel identification and connect land-related records.
Will Bhu-Aadhaar stop property fraud completely?
No system can guarantee that. A unique parcel identity can reduce ambiguity and improve data matching, especially when maps, records, registration data and court information connect correctly. Fraud can still involve forged documents, identity misuse, incorrect records, unauthorised transactions or disputes outside the digital record.
Property buyers should continue to verify original documents and obtain appropriate legal due diligence.
What should property owners do now?
There is no general requirement for every owner to apply separately for a Bhu-Aadhaar number merely because DILRMP 3.0 has launched. ULPIN generation forms part of the government land-record process.
Owners should keep their land documents, registration records and relevant revenue records consistent and current. Where an owner finds a material mismatch in parcel details, ownership entries or boundaries, it is better to raise the issue through the appropriate State revenue or registration authority rather than wait for an automated digital system to correct it.
DILRMP 3.0: What is the bigger change?
The larger change is not simply the introduction of a 14-digit number.
The government is moving from a model in which land records are digitised separately toward a model in which the parcel, map, rights record, registration history and relevant litigation can be connected digitally.
That is why Bhu-Aadhaar matters. The number can act as a common reference for the parcel across the wider land-information ecosystem.
The success of the programme will ultimately depend on accurate maps, updated records, reliable data exchange between departments and effective State-level implementation. For property owners and buyers, the practical benefit will come when these systems work together in day-to-day transactions and land-record services.
